चंडीगढ़: पंजाब राज्य सूचना आयोग द्वारा प्रकाशित और पंजाब के राज्य सूचना आयुक्त हरप्रीत संधू द्वारा लिखित पुस्तक ‘RTI and Good Governance’ सोमवार को पंजाब के राज्यपाल एवं चंडीगढ़ के प्रशासक गुलाब चंद कटारिया को लोक भवन, चंडीगढ़ में भेंट की गई।
पुस्तक मुख्य सूचना आयुक्त, पंजाब इंदरपाल सिंह धन्ना ने राज्य सूचना आयुक्त हरप्रीत संधू और पंजाब के अतिरिक्त मुख्य सचिव (सुशासन) डी. के. तिवारी, आईएएस की उपस्थिति में राज्यपाल को भेंट की।
सूचना का अधिकार अधिनियम, 2005 को समर्पित यह पुस्तक पारदर्शिता, जवाबदेही, नागरिक सशक्तीकरण और सुशासन के महत्व को रेखांकित करती है। इसमें बताया गया है कि सूचना का अधिकार किस प्रकार सार्वजनिक प्रशासन को अधिक प्रभावी बनाने, सरकारी कामकाज में पारदर्शिता बढ़ाने और नागरिकों की जागरूक भागीदारी को प्रोत्साहित करने में महत्वपूर्ण भूमिका निभाता है।
राज्यपाल गुलाब चंद कटारिया ने पुस्तक का संज्ञान लेते हुए पंजाब राज्य सूचना आयोग की इस पहल की सराहना की। उन्होंने इसे सूचना का अधिकार अधिनियम, 2005 के प्रभावी क्रियान्वयन और सुशासन को मजबूत करने की दिशा में एक सकारात्मक प्रयास बताया।
पुस्तक में भारत के मुख्य न्यायाधीश न्यायमूर्ति सूर्यकांत, पंजाब के राज्यपाल एवं चंडीगढ़ के प्रशासक गुलाब चंद कटारिया तथा भारत के मुख्य सूचना आयुक्त रहे राज कुमार गोयल, आईएएस (सेवानिवृत्त) के विशेष संदेश शामिल हैं। इन संदेशों में सूचना के अधिकार के संवैधानिक और लोकतांत्रिक महत्व तथा पारदर्शी एवं जवाबदेह शासन व्यवस्था को सुदृढ़ करने में इसकी भूमिका को रेखांकित किया गया है।
इस पुस्तक को भारत के प्रथम मुख्य सूचना आयुक्त वजाहत हबीबुल्लाह और पंजाब के प्रथम मुख्य सूचना आयुक्त राजन कश्यप का समर्थन एवं प्रोत्साहन भी प्राप्त हुआ है।
पंजाब राज्य सूचना आयोग के संरक्षण में हरप्रीत संधू द्वारा लिखित यह पुस्तक आम जनता में सूचना के अधिकार के प्रति जागरूकता बढ़ाने, अधिनियम के जिम्मेदार और प्रभावी क्रियान्वयन को प्रोत्साहित करने तथा सार्वजनिक संस्थानों में पारदर्शिता एवं जवाबदेही की संस्कृति विकसित करने के उद्देश्य को आगे बढ़ाती है।
पुस्तक भेंट करने का यह अवसर सूचना का अधिकार अधिनियम लागू होने के बाद हुई प्रगति पर विचार करने और व्यापक जनहित में इसके प्रभावी क्रियान्वयन की आवश्यकता को दोहराने का भी अवसर बना।
