Why Chief Secretary Pb presented his report card to CM Delhi? Scant disregard for rules of governance and dignity of State of Punjab

The question arises why the Chief Secretary was doing so, under who’s order and under what compulsion?

Bir Devinder Singh, former Deputy Speaker, Punjab Vidhan Sabha has written an open letter to Governor Punjab questioning appropriateness of the Chief Secretary Punjab in submitting the report card of the State Government to Delhi Chief Minister. Text of the letter is given below:

Governor Sahib,

I wish to invite your kind attention towards an utterly irrational public conduct of the Chief Secretary Punjab Mr. V.K Janjua. The despicable display of unique sycophancy, humored by Punjab Chief Secretary on January 27 on the ceremonial inauguration of 400 Aam Aadmi clinics at Amritsar where Chief Secretary, Punjab Mr. VK Janjua was seen presenting his report card to Delhi Chief Minister Mr. Arvind Kejriwal , in scant disregard of the rules of governance and the dignity of the State of Punjab.

It is an exceptional matter of serious concern, which has caused immeasurable agony to self-respecting people of Punjab, which is why the whole nuance of the matter is being placed before you for your kind consideration.

Sir, Mr. Arvind Kejriwal neither as the National Convener of the Aam Aadmi Party nor as Delhi Chief Minister, has no locus to seek report card from the Chief Secretary of the State Government of Punjab . Then the question arises why the Chief Secretary Mr. VK Janjua was doing so, under who’s order and under what compulsion?

secretaryThe graceless clumsy display by the Chief Secretary of the State has certainly compromised the prestige of Punjab. The offending propriety of the Chief Secretary deserves, suitable censure with a downright message to maintain the dignity of the Highest Administrative Office, he occupies in the State Administration.

Sir, I am of the humble view that when the system of governance goes off track and the Chief Secretary of the State, unwisely begin reporting to the Chief Minister of another State; that too in the full public view, particularly in the presence of his own Chief Minister, overlooking his own sense of accountability to the rules of the governance of the State, as necessitated by the Constitution of India. Then in this kind of comical situation of complete debauchery the immediate and very effective intervention of the Governor of the State is required, as mandated by the Constitution.

I therefore would earnestly request your good self, that as the Governor of Punjab and also being the constitutional head of the State to seek immediate appraisal report from the Chief Secretary, Mr. VK Janjua in order to determine the truth of the matter that under what protocol and rules of Governance the State Government is reporting its performance to Mr. Arvind Kejriwal?

Dear Sir, it is pertinent to mention here that even the obdurate repeat performance of the inaugural function of 400 Aam Aadmi clinics, itself was highly questionable. As a matter of fact, there was absolutely no need to arrange this superfluous mega show at Amritsar, when the scheme of Aam Aadmi Clinics has already been inaugurated by the Chief Minister Punjab Mr. Bhagwant Mann on 15th of August 2022, then why repeat the extravagant show at the cost of the State exchequer?

Why the authority of a full-fledged State was unashamedly being made subservient before Mr. Arvind Kejriwal? I wonder, why the Chief Secretary of Punjab was submitting his report card to Mr. Arvind Kejriwal? What norm of decency and the rules of Governance, allows the Chief Secretary, Punjab to be utterly abysmal like this, in the discharge of his lawful duties?

Another fundamental question that I wish to raise before you Sir, that why the Chief Minister of Punjab Mr. Bhagwant Mann remained a mute spectator to the entire comical spectacle, unheard in the political history of Punjab, so far.

We have no hassle, if the Chief Minister or Ministers of the Aam Aadmi party resort to bend-and-stretch exercise to please Mr. Arvind Kejriwal to seek his favors but the State administration must be spared , which is required to maintain dignified distance from political skits.

I hope in your mature wisdom, you would very kindly look in to all the aspects of the matter, with clinical precision and objectivity.
