The infamous Guava Orchard Scandal of GMADA, warrants summarily dismissal of IAS officers, who robbed the State with brazen impunity

Just see how these ingeniously clever and crafty Bureaucrats posted at the helms of GMADA, planned the infamous Guava Orchard fraud and looted the resources of the State.

GUAVA ORCHARD SCANDAL of GMADA, (Greater Mohali Area Development Authority) orchestrated by an IAS officer and a PCS officer, both posted as Chief Administrator GMADA and Additional Chief Administrator GMADA respectively, with the active connivance of the officials of the Revenue and Horticulture Department, is a unique case of fraud committed against the interests of the State by blatantly indulging in the ‘Insider Trading’.

Both these Government officials Varun Roojam IAS and Rajesh Dhiman then PCS were posted as CA and ACA, GMADA, were privy to ‘confidential inside information’ regarding the futuristic roadmap of planned urbanization, to be undertaken by GMADA in different villages of Tehsil Mohali, District SAS Nagar on the basis of ‘Classified Information’ that was available to them only, they systematically planned to commit forgery against the primary interests of GMADA and the State of Punjab as well.

Insider trading per se, apart from its association with financial fraud and violation of fiduciary duties, involves engaging in financial investments, based on information, which others do not know about.

Insider Trading is illegal when a person associated with the Government organization, indulges in trading using confidential, non-public information, which can jeopardize the financial interests of the State.

State Government officials of GMADA, who are otherwise expected to guard the ‘Classified information’ in the vital fiscal interests of the State, as Guardian of the State; but contrary to their duty, these ‘so-called Guardians’ deceive the State by deceitfully acting as ‘Agent Provocateurs’ and engaged themselves in the activities of ‘Insider trading’ for their vested interests and willfully rob the State, which is not only a gross misconduct and breach of trust, but a gravest crime against the State; that warrant immediate summarily dismissal of then CA and ACA GMADA , whose wives are the end beneficiaries of the fraud perpetrated against the State, as per the revenue record available with the State Vigilance Bureau .

I wonder why Chief Minister Bhagwant Mann, who is otherwise known as ‘The Champion of Zero Tolerance against Corruption’ has not removed and suspended such officials so far, whose identities and despicable role have been categorically revealed by the State Vigilance Bureau without an iota of doubt.

Kudos to State Vigilance Bureau for doing yeoman service to Punjab by identifying and spotting the ‘Parasites’ eating into the vitals of Punjab by fraudulently misusing their official authorities. The minute micro details of the FIR No. 16 Dated, May 2, 2023 registered at Vigilance Bureau Police Station, Phase-1, Mohali in the infamous ‘GUAVA ORCHARD SCANDAL’ is certainly the testimony of the honest hard work, the vigilance team has put in to cull out each single detail of the ‘matchless institutional fraud’ that would be infamously known as Guava Orchard Scandal of GMADA .

It pains me a lot when GMADA officials shamelessly indulge in scandalous activities against the principal objectives for which the Greater Mohali Area Development Authority was constituted, on my recommendation during my tenure as MLA Kharar from 2002 to 2007.

It would be appropriate to mention here that in one of my important note submitted to the then Chief Minister in July 2006, I requested the CM, that keeping in view the long term perspective of urbanization around Mohali and also in order to check and control the haphazard growth in the periphery of Mohali, the Greater Mohali Area Development Authority should be constituted on the patron of NOIDA. The Chief Minister was kind enough to approve the proposal and the GMADA was constituted and notified on 14.08.2006 vide notification no: 13/52/2006-1HG2/7443.

It’s a disparaging height of brazenness; how shamelessly the bureaucrats are looting the State with impunity. Just see how these ingeniously clever and crafty Bureaucrats posted at the helms of GMADA, planned the infamous Guava Orchard fraud and looted the resources of the State.

The Punjab Agriculture University has recommended that to get better yield of Guava , minimum 110 and maximum 132 Guava plants could be planted in one Acre keeping the distance of 20 ft of each plant, but ironically here the dummy horticulturist wives of the GMADA officials have committed forgery by allegedly showing 2500 to 3000 Guava plants, planted in one acre against the recommendation of the PAU, and received compensation against them to the tune of Rs. 5500 per plant, which fraudulently cost the State between 1 to 2 Crore approximately per acre.

Names of Simar Preet Kaur w/o Varun Roojam and Varun Roojam s/o L. R Roojam and Jasmeen Kaur w/o Rajesh Dhiman s/o Narinder Kumar prominently figures in the list who received compensation worth crores, through fraudulent means. Both Varun Roojam IAS and Rajesh Dhiman then PCS remained posted in GMADA as CA and ACA, respectively. Appallingly, Varun Roojam IAS is currently posted as Commissioner Excise, Punjab looking after the Delhi Model of the Excise Policy; envisaged by Arvind Kejriwal and Rajesh Dhiman after being promoted to IAS is currently the Deputy Commissioner, Ferozepur.

In view of the irrefutable documentary evidence and circumstantial evidence the name of these two officers, Varun Roojam IAS currently posted as Commissioner Excise, Punjab and Rajesh Dhiman IAS currently posted as Deputy Commissioner, Ferozepur must be included in the FIR No. 16 Dated, May 2, 2023 registered at Vigilance Bureau Police Station, Phase-1, Mohali in the infamous ‘GUAVA ORCHARD SCANDAL’ u/s 120 B of the IPC, because they both acted as ‘Principal conspirator’ in the GUAVA ORCHARD SCANDAL’ .

They also operated as ‘Agents Provocateurs’ and conspired to loot the State resources with impunity through ‘Insider trading’ in utter disregard of the fiscal interest of the State, that must be investigated separately as per the Financial laws. punjab
